Police engage in routine criminal behavior as they are caught discussing justifying the theft of personal property due to the discovery of a quarter ounce of marijuana during a heavy handed drug raid. The raid was justified based on an anonymous tip and the discovery of a single marijuana stem in the garbage of the suspect. No evidence of drug sale was found.
